County Addresses Rezoning, Parceling, and Improvements

The County Commissioners met on October 5, to discuss several recurring applications, new buildings, and businesses updates in Churchill County.
 

Forty Mile Desert LLC applied to rezone their RR-20 zoning district to Industrial. Forty Mile Desert LLC was approached by Castalleon, a company known to aid the defense industry by developing rocket motors, to have a site for testing their motors in Churchill County, northeast of Hazen. The only concern commissioners had was who would upkeep and maintain the road to the site. Dean Patterson, senior planner with the Churchill County Public Works Department, answered that the company, Castalleon would be the ones in charge of keeping the road in good condition. With no further questions, the application was approved unanimously.  

Jessica Stanger, manager of NEV DEV LLC, requested a tentative parceling for seven residential lots located on Desert Hills Loop. Concerns were focused on how the problem with the fire marshal and the Truckee-Carson Irrigation District (TCID) were addressed. 

The Fire Marshal was concerned about where the houses on the lots were being built, and an agreement was made to keep the lots centered around the cul-de-sac to make it easier in any case of fires. Board members also had concerns about how the homes could affect the irrigation structures, and any possibility of closing off the canal to farmers. NEV DEV LLC is working closely with TCID to build and upkeep fences along the canal to preserve necessary access by farmers and TCID. According to Patterson, the project has been kept alive for close to 30 years and after working with the fire marshals and TCID, the application was approved unanimously. 

Commissioners approved an agreement between the Churchill County Building Department and the West Coast Code to prove building plan review services for large and/or complicated buildings projects, like the district courthouse and the apartment buildings being built on Coleman Road. West Coast Code will charge about 42% of the building permit fee for their services. Civil Deputy District Attorney, Joe Sanford explained that the Building Department would consider each project to decide if it could be handled by the department or if they needed to outsource to West Coast Code. The motion was unanimously approved by the Commission Board.  

Commissioners agreed to continue with former Commission Chair, Pete Olsen representing the county with the Carson-Truckee Water Conservancy District. He has been Churchill County representative to the district since 2016. 

An application for a Grant of Easement between Churchill County, Safety-Kleen Systems, Inc., Bravo Foxtrot NV Corp., and Western Emulsions Inc. for a 60-foot public road was approved. Thirty feet of the road has already been built by Idaho Asphalt, and the same company will complete the next 30 feet as well. Both Bravo Foxtrot NV Corp. and Western Emulsions Inc. would take full responsibility for the upkeep of the road. The easement was approved unanimously.   

Commissioners also approved up to $40,000 in expenses relating to the Churchill County District Courthouse project.
The Churchill County Commission meets on the first Thursday of the month at 8:15 a.m. and the third Wednesday of the month at 1:15. p.m. Agendas can be found online at ChurchillCountyNV.gov and meetings are held at 155 N. Taylor Street.

Comment author: Claude EzzellComment text: Paul was one of the most manifest men I have ever met. He was a good friends with my Dad and always had an entertaining story for the occasion. One of my most favorite stories Paul told dated back to the late 60s or early 70s and it revolved around him killing a deer way out in the mountains. Naturally the deer ran down into a deep canyon and died. Knowing that it would take him forever to haul it out he devised an awesome plan. After preparing the deer he drove back to NAS Fallon and rustled up a SAR crew and they flew out and picked up the deer. Of course it was labeled as a training flight but what the hell in those days you could do that sort of thing.
