Planning Commission Reviews Zoning and Use Permits

Last week, the Churchill County Planning Commission had a packed agenda addressing routine requests for Special and Temporary Use Permits. 

The seven-member board approved a one-year review of the Special Use Permit for Safety-Kleen Systems, with a company representative, Chris Balhoff, answering brief questions. The original SUP was approved on September 14, 2022, to modify the chemical manufacturing facility located on Bango Road. 

According to reports to the Planning Commission, conditions on the SUP requiring the installation of a temporary office have been met. Updates to the operations manuals and emergency response plans are in progress, and the truck traffic limit of 180 oil-related truckloads per month and ten wastewater-related truckloads have been maintained. Additionally, Safety-Kleen reports that there have been no reports of odor or noise regarding facility operations. 

Robert Hunter renewed his Temporary Use Permit for temporary quarters during home construction as he is making satisfactory progress toward constructing his permanent home. 

The TUP for Ruth Miller, which expired on August 15, 2023, was not renewed.

An existing SUP for Paul and Tiffany Picotte on property at 2030 Reno Highway was extended for six months, with conditions, to allow for completion of the project, with Commissioner Paul Picotte recusing himself from discussion and vote and taking a place in the audience to answer questions regarding the SUP and progress on the project. 

Under public hearings, TUP applications for temporary quarters for Kenny and Lori Rhodes, Rebecca Ford, and Mike and Debra Johns were all approved. 

A SUP for a fabrication business on Ara Lane, located in the general area of Trento Lane and the Reno Highway, was approved with several conditions, including a one-year review. 

The Fallon Homeschooling Co-op, which goes by the name Veritas, received a SUP for a private educational facility located at 665 Sheckler Road in the former location of Logos Christian Academy. According to Mike Rosario, owner of Grace Church, and Brooke Allen, Treasurer of Veritas, the co-op will serve students from kindergarten through eighth grade and currently has 55 students and seven teachers. 

A zoning change for Forty Mile Desert LLC of 640 acres from RR-20 to industrial was approved. It will allow for a rocket motor testing facility the commission previously approved.

An application for a variance from Jessica Stanger, manager of NEV DEV LLC, for a 16.48-acre property on Desert Hills Loop from a five-acre lot size to two-acre lots was approved, with Commissioner Diehl opposed. The property was part of an old project that had originally been approved in the mid-90s for one-acre lots with individual wells and septic systems that, over the years, had expired. Stanger also applied and was approved for a tentative parceling plan for that property for seven lots in the urbanizing area, with one lot per every 2.35 acres. NEV DEV LLC will be required to fence the Truckee-Carson Irrigation District easement to keep the site clear for staff or local water right holders as they are irrigating their property. 

The County Commission appoints Planning Commissioners, and current members are Chairman Eric Blakey, Zack Bunyard, Deanna Diehl, Jeff Goings, Mark Hyde, Paul Picotte, and Scott Nelson. They meet on the second Wednesday of each month at 7 p.m. Agendas can be found at ChurchillCountyNV.gov on the internet.
