Paul Rice (in custody) was arraigned in Justice Court before Judge Ben Trotter on Monday, November 1, on multiple charges, including:

  • Possession of a Schedule I or II Controlled Substance, a Category D Felony with a potential penalty of 1-4 years in prison.
  • Possess an Incendiary or Explosive Device, a Category B Felony which carries 1-6 years.
  • Possession of an Electronic Stun Gun by a Prohibited Person, a Category D Felony that carries 1-4 years.

Rice is facing four misdemeanor charges, with each count punishable by up to 364 days in jail:

  • Failure to Register as an Ex-felon.
  • Possession of Drug Paraphernalia.
  • Driving on a Suspended or Revoked License.
  • Use of a Hand-held Communication Device While Driving.

According to the criminal complaint, the State alleged that on September 25, at 131 Tedford Lane, Rice possessed methamphetamine, along with four digital scales and several glass smoking devices, a large red-brown explosive device, and a black baton style stun gun. Rice is prohibited from owning or possessing firearms, stun guns, or similar devices as an ex-felon. Further, Rice is alleged to have failed to register as an ex-felon. In Nevada, ex-felons must notify law enforcement of any change of address within 48 hours.

The Churchill County Public Defenders’ Office was appointed to represent Rice. He is scheduled in Justice Court on Thursday for a status hearing.

We reached out to the writer/submitter and got this info back...hope it's helpful. PBM: Pharmacy Benefit Managers are pharmacies that are owned by insurance companies. (CVS is one.) They negotiate with drug makers to get reduced pricing for medications, but they historically have not passed along those savings to patients. https://www.ftc.gov/system/files/ftc_gov/pdf/pharmacy-benefit-managers-staff-report.pdf MFN: Most Favored Nation pricing is a policy that means a country agrees to offer the same trade concessions (like tariffs or price reductions) to all member nations of the World Trade Organization (WTO). When applied to pharmaceuticals, it could disrupt global access, deter innovation, and obscure the deeper systemic issues in American health care. https://petrieflom.law.harvard.edu/2025/05/22/the-global-risks-of-americas-most-favored-nation-drug-pricing-policy/Comment publication date: 6/23/25, 7:47 AMComment source: L E T T E R TO THE EDITOR
