City Council Approves Property Transfers

One item reviewed and approved on Tuesday, April 19 by the Fallon City Council involved the transfer of the Cottage Schools property located at 255 East Stillwater Avenue to Churchill County specifically for the CARE and SUMFUN programs run by the County's Parks and Recreation Department.

CARE is an after-school aquatic recreation education program that recently moved into the old but newly renovated school building. The SUMFUN program starts when school ends and will use the building for their summer day camp that provides full-time daycare during the summer months.

A Request for Council Action from the City Attorney's office stated the City of Fallon owns the Cottage Schools property. City and county staff have recently discussed a property swap whereby the city will convey the Cottage Schools property to the County, and in return, the county will convey 149 S. East Street and 310 Court Street known as the old Senior Center to the City. The county commissioners approved the old Senior Center conveyance to the city during their meeting on April 7. A transfer such as this is authorized pursuant to NRS 277.053 which allows the governing body of a political subdivision to convey real property to another political subdivision if the property is to be used for a public purpose.

The quitclaim deed prepared for the transfer includes a clause protecting the property's future, “...subject to a reversionary right held by the City of Fallon which provides that if Churchill County offers for sale or otherwise attempts to transfer title to a third party, the title shall automatically revert back to the City of Fallon.”

The memories remain of a soft-spoken, seemingly unassuming but determined individual who absolutely knew what path she wanted to take in life, and followed it. Her instinctive reactions, which highlighted her steadfast level of love and caring for her family, friends and all living things found in nature, hold lessons for us all. An unexpected splash of her self-deprecating humor, coupled with uncanny timing, will always bring a smile. For me, Marie lives on in the sighting of a Black-crowned night heron in the tules, the bloom of a beautiful spring flower and, most poetically, in the struggle of wildlife photographers handling their very large camera lenses.
