This week city council met on Tuesday to consider Resolution No. 21-01, approving a contract with the United States Department of Energy, Western Area Power Administration, Sierra Nevada Region, for electric service base resource, and other matters.

Legal and Administrative Assistant Robert Erquiaga said that the resolution would approve the contract between The City of Fallon and West Area Power Administration (WAPA) to receive output of energy from the Central Valley project. He also said there is already an existing contract, which would expire in 2024, so this contract would be applicable from 2025-2054. However, it is possible to terminate the contract without any financial penalty if it ever becomes necessary.

The Central Valley energy project balances water users’ need for agriculture water with the water they use to create energy, and 98 percent of customer allocation will still be fulfilled by the project in the new contract. The energy project is also carbon free. The city government relationship with WAPA began after the city government left NV Energy in 1999-2000.

Councilwoman Kent motioned to approve the resolution, Councilman Richardson seconded the motion and the resolution passed unanimously.

Chief Gehman also gave the council a Police Department report for the month of January. Chief Gehman said that one officer was posted to a supervisor school for training. He also mentioned that volunteers returned to the agency after a period of staying home for COVID regulations. Chief Gehman said the volunteers conducted fifty-nine hours of service. Lastly, Chief Gehman mentioned that all of the survey responses and comments about the Fallon Police Department have been positive as well.

Councilwoman Frost asked Chief Gehman why DUI arrests were higher in January, and if there was a program that targeted arrests.

Chief Gehman said that while there are selective enforcement grants that exists, the DUI arrests were not a part of one of these grants and has no correlation to anything else. DUI arrests were higher out of coincidence.

There was no other staff or council reports and no executive session this week.

Public minutes and agendas are accessible on the City of Fallon website. We reached out to the writer/submitter and got this info back...hope it's helpful. PBM: Pharmacy Benefit Managers are pharmacies that are owned by insurance companies. (CVS is one.) They negotiate with drug makers to get reduced pricing for medications, but they historically have not passed along those savings to patients. https://www.ftc.gov/system/files/ftc_gov/pdf/pharmacy-benefit-managers-staff-report.pdf MFN: Most Favored Nation pricing is a policy that means a country agrees to offer the same trade concessions (like tariffs or price reductions) to all member nations of the World Trade Organization (WTO). When applied to pharmaceuticals, it could disrupt global access, deter innovation, and obscure the deeper systemic issues in American health care. https://petrieflom.law.harvard.edu/2025/05/22/the-global-risks-of-americas-most-favored-nation-drug-pricing-policy/Comment publication date: 6/23/25, 7:47 AMComment source: L E T T E R TO THE EDITOR
