On Aug. 19, Churchill County Commissioners opened their meeting with a moment of silence for Jorge Guerrero, Community Activities director and a county employee of 25 years. Guerrero died unexpectedly on Aug. 13 at the age of 52.
Churchill County Manager Joe Sanford said, “He was a great man, a great friend, and a leader for our community.”
During staff reports, Sanford said the county and City of Fallon are working on the layout and planning for the North Maine Street ballfields, with the city helping prepare a final layout before the project goes out to bid. County staff is also working on the final layout for the 3C Event Complex, which Sanford said should be coming forward within the next month or so.
The projects are supported by $42 million in Southern Nevada Public Land Management Act (SNPLMA) funding generated through Bureau of Land Management land sales in Southern Nevada. Churchill County announced the funding in November 2024 for improvements to both facilities.
Plans for the 3C Event Complex include construction of a covered equestrian arena, expansion of existing arenas, renovations to the multipurpose building, bathrooms and concessions, a field house, splash pad, shade structures, playground and seating areas, parking, walking and biking paths, RV hookups, and accessibility and safety upgrades. At the North Maine Street ballfields, plans call for replacement and expansion of existing ballfield infrastructure, including fields, concessions, restrooms, a field house, walking and biking paths, and paved parking.
NV Energy recently submitted information to Churchill County regarding the Greenlink North Transmission Project, which was included in the Aug. 19 commission agenda packet under “Letters Received.” The materials included the utility’s amended application before the Public Utilities Commission of Nevada in Docket No. 20-07024, along with project maps, legal descriptions, transmission structure and substation information, required permits and authorizations, and environmental review documents. The correspondence was informational, with no action requested of commissioners. The Greenlink item was not pulled for discussion during the meeting. The agenda confirms it was listed separately under “Letters Received.”
Human Resources Manager Kim Brontsema requested approval of updated job descriptions for the Assessor’s Office to reflect current duties better. Churchill County Assessor Denise Mondhink-Felton explained that the descriptions had not been updated since 2015 and no longer reflected much of the work performed in the office. Commissioners unanimously approved the changes.
Commissioners also unanimously approved Resolution 13-2026, increasing Churchill County’s mileage reimbursement rate from 72.5 cents to 76 cents per mile, effective July 1, while maintaining the per diem rate at $68 per day. Comptroller Sherry Wideman explained that the change followed a midyear IRS mileage rate adjustment, which increased the rate by 3.5 cents per mile.
The consent agenda passed unanimously and included monthly financial reports, July revenue and building permit activity reports, CC Communications’ annual state certification of support for eligible telecommunications carriers, and monthly reports from the Sheriff’s Office and Recorder’s Office. Public Works and Planning reported $221,167.66 in July revenue, while Building reported $33,635.91. The Sheriff’s Civil Report totaled $3,545, and the Recorder’s Monthly Apportion Report showed $17,466.80 in revenue.
Sanford also reported that gaming tax collections on behalf of the city will now be handled through the county’s Business License Department rather than the Sheriff’s Office. He said the collections had not been done for some time and need to be brought up to date.
Churchill County Clerk/Treasurer Linda Rothery reported that mail ballot and sample ballot information is being sent to vendors ahead of early voting Oct. 17-30. Election Day is Nov. 3. Rothery also reported that the county collected approximately $268,000 in interest in June and more than $2.6 million in interest during fiscal year 2025-26.
The next commission meeting is scheduled for Sept. 3.
