The Fallon City Council approved the merger of two West Center Street parcels, abandoned an unused utility easement, and authorized an accounting adjustment for $35,580.18 in unpaid utility debt during its Sept. 15 meeting.
The reversion-to-acreage map combines Vicki Jones' parcels at 620 and 660 W. Center St. into a single property. The parcels are zoned R-2, which allows multifamily housing subject to City requirements, including parking and density standards. Staff said any future development on the combined property must meet applicable City of Fallon standards.
Council members also authorized the abandonment of a 10-foot public utility easement on the parcels. City staff, Southwest Gas, CC Communications, and Charter Communications reviewed the easement and determined it was unused and no longer necessary. Staff said removing the easement will allow the combined parcels to be developed as one property.
Resolution 26-09-01 allows the City to account for $35,580.18 in utility-related debt it may be unable to collect. The accounts have been outstanding since before July 1, 2024, belong to former City of Fallon customers, and have been sent to a collection agency.
The City records the money as an “allowance for doubtful accounts.” The amount represents about 0.1% of the enterprise fund's operating revenue for the fiscal year that ended June 30, 2025. Staff said the adjustment does not erase the debt or prevent the City from continuing its collection efforts.
Fallon Police Chief Daniel Babiarz also presented the department's August activity report. The department received 786 calls for service, including three domestic battery calls, five stolen vehicle reports, and 10 theft reports.
Babiarz reported 31 arrests during August, including five for felonies or gross misdemeanors, 16 for misdemeanors, three for driving under the influence, one juvenile arrest, four civil protective custodies, and two for domestic violence.
Officers conducted 130 traffic stops, issuing 107 warnings and 23 citations. They also responded to 19 traffic collisions, including 10 on public property and nine on private property.
Volunteers in Police Service contributed 96 hours during August and completed 30 Helping Hands visits.
The next Fallon City Council meeting is scheduled for Sept. 29.
