County Awarded $6 Million for Water Treatment Facility

During the County Commission meeting last week, Chris Spross, Director of Public Works, announced that Churchill County had been awarded $6 million towards the construction of the secondary water treatment facility that will be located just south of the golf course. The total cost of the project is nearly $12 million, and the county will continue pursuing funding opportunities to cover that cost. According to Spross, adding this water treatment facility will allow the houses north of Highway 50 to be tied into it, opening capacity south of Highway 50. This facility is one of five potential water plant locations identified in the 2019 planning documents that will eventually be spread through the community to provide redundancy for the county-wide system. 

In other business, Churchill County Commissioners continue building a robust staff as county interests expand and departments grow. The latest addition to county staff will be an Assistant County Manager/Human Resources Director position approved last week during the regular commission meeting. 

Slated to begin work on February 26, one month before Human Resources Director Geof Stark retires on March 23, 2024, the assistant county manager candidate will answer to Jim Barbee, County Manager, and be responsible for specific county departments, provide policy guidance, strategic planning, and other duties, according to the description listed in the agenda packet. 

Depending on the candidate’s strengths and background, the human resources duties, along with other operational responsibilities, will be “rolled into this position,” said Barbee.

He also said with the elimination at the last county commission meeting of the grants management contract; those duties will also be part of this position, based on the candidate. 

That $48,000 contract will also be freed up and be adjusted toward the salary for the assistant county manager. There will be some budget adjustments to accommodate this position, as well as an additional HR staff position. The post was approved at the Pay Grade 86 with a salary at step one listed at $130,189. 

“In the past several years, we’ve seen an increase in staffing, and with taking on the Health District, that additional staffing has added more responsibility,” said Barbee. The county will open the position for advertisement immediately and go through the hiring processes to meet the February start date. 

Additionally, commissioners ratified a lease for housing that will be used for provisional assistance through the housing homeless assistance program, as well as the annual agreements that provide home-delivery meal services and congregate dining at the senior center. 

Jorge Guerrero, Director of the Facilities, Parks, and Recreation Department, requested approval of a restructuring, title change, and modifications to the job descriptions in his department.

A contract with Winged World Innovations was approved for $25,000 to complete a Community Opioid Assessment that various community organizations will use to apply for funding opportunities. 

The Sheriff’s Office was authorized to destroy or dispose of firearms confiscated under Nevada Revised Statute 202.340.
Commissioners approved county-paid life insurance for employees and brought Kristy Bekiares back as the Aquatics Facility Supervisor at Step 9 of Pay Grade 48 for $29.25 per hour. 

The county commission meets regularly on the first Thursday at 8:15 a.m. and the second Wednesday at 1:15 p.m. at 155 N. Taylor Street.

He was a good friends with my Dad and always had an entertaining story for the occasion. One of my most favorite stories Paul told dated back to the late 60s or early 70s and it revolved around him killing a deer way out in the mountains. Naturally the deer ran down into a deep canyon and died. Knowing that it would take him forever to haul it out he devised an awesome plan. After preparing the deer he drove back to NAS Fallon and rustled up a SAR crew and they flew out and picked up the deer. Of course it was labeled as a training flight but what the hell in those days you could do that sort of thing.
