Safeway is having their shopping carts stolen from their property; and the City is blaming them. I do not understand why long standing City Ordinance 9.44.010 and 9.44.020-Acts constituting petit larceny-don't apply here. City Police should issue citations when they are witness to this and after maybe one warning there should be fines. I am all for mercy seasoned justice-but this is ridiculous.
